Vietnamese voltage is wrong

In Vietnam only 220V is used, like in the table entry for Vietnam. I don't know why in the map it's dual 110/220V https://upload.wikimedia.org/wikipedia/commons/7/70/World_Map_of_Mains_Voltages_and_Frequencies%2C_Detailed.svg

Type N in Paraguay?

When I deleted Type N from the plug type listing for Paraguay, I was reverted and indeed I have since found out that Paraguay has adopted that plug as a national standard, though so far its installation seems entirely voluntary. [1] [2] Does anyone know what's the current state of this? Are sockets of this type indeed being installed in Paraguay, or does the standard exist only on paper?
